I took admission in college last year and had to leave it but the college is very demanding full fee for my transfer certificate. What should I do?

If you cancel the admission there are refund rules. Under RTE 2005, institutions have to put all kinds of data on the portal and refund rules also have to be put up on the portal. Infact, the prospectus is not to be charged. The data which is available within the prospectus is available on the website. Now, as far as refund rules are very straight forward. So, these kinds of rules need to be understood by the students and if some institutions say that you pay the entire three or four year fee to get the transfer certificate then you can use the grievance mechanism and the institution cannot do that.
