I want change my after FY, what is the procedure for it? There are any side effects.

Sorry but can you explain your question clearly? What js FY , first year? And if yes then what is it that you want to change college or your branch ?

To be able to change your branch in second year , your college should be having the facility of internal sliding . so , make sure your college has that . it is usually possible if there are any vacant seats in the particular branch into which you are wanting to join . for this your first year marks will be taken into consideration . you will need a minimum of 65%-70% with out any backlogs . if all of these satisfy in your case , you can apply for the course upgradation in the admission office/department in your college.
