You haven't specified you're enquiring about which college or the state you're particularly interested in studying, anyway  application forms for undergraduate courses are usually out by the month of May-June after class 12th results are declared. This time it may be different, there may be delay as there's lockdown till 14th April, so evidently this is going to impact admission time and all such things to happen.
