The caste certificate needs to be with you full name. The income certificate can be used but the caste certificate you have to submit of your own name. You can try going the tahsildar office and try getting your own caste certificate with reference of your brother it will take 15-20 days to deliver till then you have to wait or you can convince the college staff about this.

No, In my opinion you are not not permitted for it.You can only provide your or in some cases your father's income and caste certificate. However I recommend you to visit the college and ask them directly the same question. They will answer it according to rules of that college.
