See the EWS certificate, issuing date will be mentioned in the official brochure of the examination you are filing for. Also, during the form fill up you don't need the certificate, before counselling the certificate will be needed. So even if it specifies that the certificate for the Fiscal year 2022-23 will be required then also you will get ample time to get the certificate issued.

I would recommend you to wait for the official brochure & kindly check the date of issue mentioned & act accordingly.
