As u said u want to create apaar id  and PEN id

So for appar id -  Create an account in Digilocker,  login with aadhar details , your educational details like about your school or college,  then click on generate apaar id .

You can get the ID there

For PEN ID -  Go to your school or college administration,  PEN is generally generated by your Institution  , The Institution upload your details then once it's approved you can get your PEN id
