I want to go for second rounfd councelling and dont want to have seat alloted in first round then still i have to deposit the fees

You can it's your choice if you pay the fees then in the next round your seat would be upgraded if possible  in this case you will have a reserved seat .but if don't want to pay the fees you can just withdraw your seat and hope for the next round .
