First of all don't be sad if you couldn't qualify in the list. The thing that matters is that you tried.
Regarding your query, many state governments do publish the official marks list of the marks scored in NTSE.
If you state doesn't provide you the same information, then you follow the given steps:

1. Draft a RTI.
2. Paste the required Postal Stamps.
3. Post the letter to the given address,
