YES, if you have marked the question for review and answered it then it would be considered for evaluation because marked for review simply means that you want to see the question again. we probably do it when we are not 100% sure about the answer of that question.

So, yes it would be considered for evaluation.

Ujjwal, if this is regarding JEE Mains, Questions for which you have answered or chose an answer and saved it will also be considered for evaluation. For example, if you have selected an option for a certain question but marked it for review, it will be still considered for evaluation because you  have answered the question.
