Yes, all the candidates will have to report to the allotted institutes and pay the admission fees even if they wish to upgrade their allotted seats. Such students will be allowed to participate in the next rounds of counselling. If the candidate is allotted a seat in next rounds, his/her previous seat will be cancelled and the admission fees will be adjusted against the new seat.
