Well some states want students to have permanent residence in the state to be considered domiciled students and other prefer students who have given class 12th in their state as their domiciled states. In that case you might get benefits of state quota counseling from both the states. So I will suggest you to kindly check the websites of both the state counseling body to see what are their requirements.
