Hello aspirant,

UPSC calculate age on the 1st August your age should be more than 21 or less than 32 on that year you appear UPSC.

If you born on 19th October, 2003 then your age not more than 21 by 1st August 2023.

So you can't appear in this upsc exam. But don't be sad you can apply in next year.
