Unfortunately, you will be not eligible for UPSC 2023 with your date of birth

This is because,

To be  eligible ,you  need to  be at least  21  years  old  as on 1st August of the year of appearing for UPSC examination i. e as on 1st August 2023 for UPSC 2023 and you does not  fulfill this criteria as with your date of birth on  23 october 2002 you will be 21 years old on 23rd October  2023 i. e  after 1st August 2023 and thus you are not eligible. You will be eligible for upsc 2024.
