The official notification of UPSC clearly mentions candidate should not have attained 32 years as on 1st August of the appearing year, and you will attain 32 years as on 7th October of 2022. hence, you will not be eligible for UPSC 2023,

also if you go through the official notification of UPSC CSE 2022 at https://www.upsc.gov.in/sites/default/files/Notif-CSP-22-engl-020222F.pdf , refer page number 10 for age limit,  it clearly specifies candidate to have been born not before 2nd August 1990, so in the following year candidate born prior to 2nd August 1991 will not be eligible for UPSC 2023, this is in reference to general category only.
