Yes you can definitely attempt the exam as the certificates are much needed in verification process rather than in process of applying but make sure that you get your provisional you get when you reach upto verification process.

Since at that time you were a final year student ,u will be eligible for ssc cgl exam .The eligibility criteria can change from post to post .You must be able to produce your undergraduation  degree at the time of counselling /docent verification .However you seems to be quite eligible so you can apply
