As per your requirement, i would say that to get admission in semi government medical college you need to have domicile of Maharashtra and apply for statr counseling. 

As you have got 320 marks in neet and also have the reservations of obc category, you can definitely do get admission in medical universities through management quota only if you want to.

Getting seat depends basically on students to seat ratio, cut off, your rank, your caste reservation, vacancy etc.
