Yes, He's eligible to give any entrance examination. The minimum criteria of aggregate that is set up for class 12 comes into play when any college is alloted.

Example - You won't get any college through JEE main if your class 12th percentage is below 75%.

If You are talking about NEET entrance exam then the criterias are as follows :

Academic Qualification : Candidates who have passed or are appearing in class 12th or equivalent examination with Physics , Chemistry , Biology/Biotechnology and English as core subjects from a recognized board.

Qualifying Marks :

General /GEN- EWS -50%

OBC/SC/ST - 40%

PWD - 45%


While filling up the application form if you are a current student you have to select certain codes which describe your situation. Of which code 1 says - 12th standard students in 2020 whose results are awaited and are applying for exams. These students must have qualified the class 12th exam by the time of admission, otherwise, they will be considered ineligible.

So results at the time of admission are necessary or else you would be considered ineligible for admission.  In short you can appear for exam but you will not be able to take admission in any college.
