It is simple the ratio between the two ranks that is the general rank or CRL rank and the OBC rank is 4:1. That is your OBC rank is four times less as compared to the general rank.
The above mentioned CRL rank is 45000 then the OBC rank will be 45000/4 which is nearly 11000 to 12000.
