If I am issued a migration certificate then am I not allowed to study in my previous University?

No not like that before issuing the migration certificate you should be cleared that whether you want to study in your previous college or you want to switch to the another one such that you can't face these kind of situations. After issuing the migration certificate also it depends upon your own choice whether you want to study in your previous college or other college.
