Hi Ashish,

The counseling rules says that if you don't appear in the 1st or 2nd round then you are not eligible for the 3rd round, the reason behind that is counseling procedure is a step by step process and count all students on the basis of 1st round.

It is assume that the total students are those who appeared for 1st round counseling process and ignore all others, so it is important to note you presence in the 1st round of counseling.
