Yes you definitely can apply for IHM college, you getting less than 50 marks in English exam in class 12th is of no problem .
There's a mandatory to have English as a subject in your 12th to be eligible to get admissions in IHM but there's no provisions regarding marks obtained in it. You just need to have minimum passing marks in as per your board which is Usually 33% for almost all the boards. So, yes you can get admission in IHM college even if you have less than 50 marks in class 12th condition being you should have passing marks.

Passing the subject of English in the examination is Mandatory.

However, the minimum percentage required to pass a subject in 12th boards class is 33% and not 50%. So you would require a minimum score of 33% in English to pass 12th and to be eligible for IHM.
