Yeah definitely you won't be able to get the NIT / IIT / IIIT / CFTI or any other Government Institution without qualify the JEE mains you can't be Able to enter in such elite institutes . So better go with the option private by having the sufficient marks in the entrance exam as well in the respective board.

Firstly you should qualify jEE mains.then you are applicable for jEE advance . If you are getting more than the cutoff of jEE advance in different categories like general OBC etc then only you are eligible for IITs. Otherwise you can't get IIT College.

it's not only that if you qualify the jee mains exam, you will get seat in IIT'S.
untill and unless your marks meet the requirements of iit's colleges cutoff's, you will not get admission in iit's.
yeh, if you are not qualified definitely you are not eligible to get seat in IIT'S and also in other reputed colleges.
you need to go for management quota by paying huge fee to the college management
