Yes you need to give pay the complete four year fees in order to get all the original documents that you have submitted to the college. Unless the fess for the complete four years is payed they will not give you your original documents which you will be needing for admissions in NITs. So you will need to pay the fees first in order to be able to participate in the admission process in NITs.
