Yes, even if you fail in the preparatory course, you can still write JEE next year. The preparatory course is only for reserved category students (like SC/ST/PwD) who didn't qualify for the regular IIT admission but were given a chance through the preparatory course.
Failing in it will not stop you from writing JEE Main or JEE Advanced again next year, as long as you meet the age limit and attempt limit.

Yes, even if you do not qualify out of the IIT Preparatory Course, you can still appear for JEE next year, assuming you all meet the normal eligibility criteria if you have your regular JEE and General eligibility for JEE Advanced and JEE Main. The IIT Preparatory Course is a one-year special type of study offered to students from certain categories such as SC/ST/PWD, etc., and these students have not qualified but are close to the cutoff. Failing the preparatory dossier does not affect your regular eligibility for the next JEE cycle.
