The 'marks vs percentile' changes every year depending on the difficulty of the paper, and the number of candidates appearing for it. For 60marks, you can get 80-82 percentile approximately. This percentile will fetch you a rank of 174000 approximately. At this rank you can get many good colleges.

However, the actual percentile might change because percentile is the percentage of candidates who scored less or equal marks than you.
