I hope you are doing good. Now Coming to your query, you can participate in both state and AIQ Counseling but  Once you are allotted seat in the 2nd round of AIQ you have to accept the seat otherwise your security amount will not be refunded which means you lose that money. If you accept the seat you are not eligible for State Counseling. Even though you are eligible it is not of no use because you are not allowed to leave seat got in AIQ.
