Transfer of fee or refund of fee depends from college to college and university. Well in university of delhi if students withdraw from one college and take admission in other college under same university than fee gets transfer from previous college new college.

For specific information please give name of college and university. Though you will definitely get your fee back if its not get transfer to other college.
