You can give the exam but won't be eligible to apply for medical colleges because the eligibility criteria says that you need to pass in PCB all the 3 subjects separately and overall in PCBE also you need a passing. So you fail on of these criterias. Hence you won't be allowed to apply. You'll need to give the re-exam.
