The marks secured in the Physics subject is 58 marks and if you have passed both the practical and theory then there is no problem. Also the eligibility criteria of the NEET suggests that the student needs to secure at least 50% marks in Physics, Chemistry and Biology in aggregate.

Yes, you are eligible for neet provided you have an aggregate of at least 50 % in PCB ( theory + practical) Or at least 40% if belongs to obc /sc/st.

Because,

In theory passing marks in most boards including cbse is 33% i. e 23 marks out of 70 marks in theory and you have got 28 marks i. e more than 23 marks, so no problem at all even for counselling
