See, if you are talking about percentage achieved in 10+2 boards result and you have scored 95.5 percentage then it will be considered as same during admission in any of the college. However, according to mathematics rules, if you score more than 0.5 then it is considered as next number means 96 and if less than 0.5 then as same that is 95.
