The answer to your question is yes,You will be refunded the fees but it is hard to say that you will be refunded the total amount because the college will cut some of the amount as they had kept a seat for you and they did not allowed anyone to get that seat.so for booking your seat they may cancel some amount but you will definitely get the refund amount.Every university and colleges have the similar scheme.
