see in all state medical colleges 15% of seats are reserve for non domicile candidates. and candidates from any state can participate in all india counselling except j & k domicile candidates. suppose you have maharastra domicile certificate, then you may apply in all india counselling and may have secure a seat in gujrat medical college through all india 15% seat quota counselling.
