I think you are talking about JAC Delhi.

No , as far as I know only those applied for JAC Delhi are eligible for spot round provided they have not accept a seat. This is in accordance with JAC Delhi rules of 2017 and thrre might be some changes which you should c9nfirm by making a call to the help centres.
