Yes,  Neet is mandatory for all professional Health and Science related courses.

But you don't need to clear exams, You have to opt for it to take physiotherapy course after 12th.

To get admission in good colleges, you must had to have above 60% aggregate in 12th for physics, chemistry and biology together.

After completion of HSC with PCB, to take physiotherapy course you can choose from Bachelor of Physiotherapy (BPT) , Bachelor of Prosthetics and Orthotics (BPO), and Bachelor of Occupational therapy (BOT) .

No NEET exam is not required to take admission in Bachelor of Physiotherapy course, there is different eligibility criteria for every college for the admission in physiotheraphy course, some Colleges take admission in Physiotheraphy course on basis of their own merit list, while other take admission on the basis of their own entrance exam such as KCET, IPU CET, LPUNEST, VEE, IEM JEE etc.

Yes, From the year 2017 Onwards it is made mandatory for not only Physiotherapy but all Professional Health Science courses that the student has to give NEET exam to study this courses and get admission in college.
