It depend on the ranking and the colleges ranking policy on which rank they admissioned you and also reservation policy.

Yes if he scores top Ranking in jee advance, then he would be getting admission into the best IITs.

But getting good Rank in jee advance is not so easy but requires a lot of hard work.
