It is hard for us to tell anything as you did not mention about the name of any exam or college but the thing to keep in mind is that merits are available to the students who score good marks and it also depends on the caste system of the students. Those who got seats through merit will have to pay no fees or half of the fees the balance fees will be given by the government.
