If you have gap in your education then you need to provide GAP certificate. Any lawyer or advocate can help you provide GAP certificate. Not every government job required GAP certificate. You need to provide it if you need to specifically mention that you have gap in your education. If gap in education is not asked then you don't need any GAP certificate. So before applying check what all documents you need to do provide.
