You can register for second round directly. Provided you haven't registered for first round before. Candidates who didn't get chance to register in first round can register for second round when fresh choices are to be selected after first round.

If you haven't registered for first round NEET counselling and now you want to register for second counselling directly then you are free to make new registration in the second round, there is no such restriction, that those who have not registered for first round counselling, can not register for second round counselling directly, you can definitely do that.
