You can apply to any of the college ... But you cannot apply in any college by jee counceiling .....

Hello,
If you haven't crossed cutoff of jee mains then still you are eligible for admission in many top private colleges of India like GL BAJAJ,SILICON,NIST,CV RAMAN,...and many others whose cutoff rank is low.
You have to find a list of such colleges and have to apply for them after the release of jee mains result.
