Hello,

Yes why not. You can join another college but there will be conditions

Your fees won't be refunded
You will have to start fresh again.
Most private college take full year fees.

But if you get a government college opt for it for better opportunities.

No, you can't change your college, even if you leave your previous college and take admission in another college even your fees will not be refund. And you need to start your year again.
