This question has some missing information. It would help if you mentioned the examination name so that I can help you out.

But, Irrespective of the examination, if you have not taken part in 1st round of counseling, you would not be able to join or participate in the second round of the counseling.

You can surrender the seat allotted in the first round but can not skip taking part in the second round.
