The only distinction between the TS EAMCET and the AP EAMCET is the colleges in those states. The exam format and syllabus are same.

It all depends on the college you want to attend. You can then pick which exam is more appropriate for you to take.

You cannot apply in this manner; the AP Eamcet is for admission to the finest colleges in Andhra Pradesh. If you want to join telangana, you must write the ts eamcet. In Telangana, the AP Eamcet is not valid.
