IITs and NITs are the top institute of India for engineering and if 3437 is your JEE advanced rank and 28588 is your JEE main rank in sc quota then yes there are some chances of getting admission in any IIT or NIT or IIIT though you can not get a very good branch but still you can try in the last and special round of the councilling.
