As per the eligibility criteria prescribed by both UPSC and KPSC, candidates can apply on provisional basis prior to their completion of graduation, but only condition is that you have show the proof of the qualifying exam prior to Mains exam in both the cases, as of now official notification for both the exams haven't released, stay updated at the official website respectively in order to know the exact schedule.
