If you don't have domicile certificate of Tamil Nadu you can apply as other state student.

Other state candidates are eligible for admission to 50 seats that are offered by various departments of Anna University, Chennai, through TNEA. Candidates who are of Indian nationality but not a native of Tamil Nadu will be able to apply under the Other State Quota.
