Ap pgecet is a exam organized and conducted by andhra Pradesh university under the government guidelines for admission in post graduate programs like Mtech MA etc. As per your question your rank in the exam doesn't specify whether you are a resident of andhra Pradesh or not. The universit's will consider you a local if you are a resident of andhra Pradesh no matter from whichever state you have completed your btech. If you have a domicile of Andhra Pradesh then they will consider you a local student of Andhra Pradesh else not. For domicile of Andhra Pradesh you should be truly a resident of Andhra Pradesh or must have lived for a substantial amount of time in that state. Then they will consider you a permanent resident of Andhra Pradesh else you will be considered an outsider. 

There is a very important criteria to get admission through Ap pgecet. It says that you must be a resident of Andhra Pradesh then only you will get admission through it in post graduate programs else you will not get admission there.for example your rank in Ap pgecet is under 100 but you are a non resident of andhra Pradesh then you will not get admission there. Therefore you must have a residential certificate issued by the SDO or DC of your district for admission in Ap pgecet.
