Hello Aspirant!

You can definitely fill the application forms and sit for the above mentioned exams before your class 12 results are announced.

As far as counselling is concerned, you do require your class 12 marksheet during that time. And the time by which the counselling will start, hopefully your class 12 results will also be announced. If by any chance, it isn't then don't worry because candidates won't be denied admission if their respective board doesn't announce the results on time.

In that case, keep in touch with the admission department officials of the concerned institute and explain the entire situation to them.
