Well as you say that you are from telangana ,means that you were born in telangana, yet you did almost all of your study that is 5th to BE in Karnataka. But it seems to me that your home state will be telangana. And as much i know in karnataka public service commision exam, non-local candiadtes are not allowed to sit. Correct me if i am wrong.
