No you should not write jee advanced with out appearing jee mains .
Only after you pass the jee mains exam ,you are allowed to write jee advanced .
Jee mains qualified students only allowed to write jee advanced .
So,you should write jee mains before writing jee advanced .

To appear in JEE advance, it is compulsory that you appear in JEE mains first.
Also you have to make sure that you qualify JEE mains with top ranks and then only you will be able to appear in JEE advance and in the same year only. not the next year.
