Yes you can apply for GATE as the eligibility criteria state that Candidates in the pre-final or final year of their qualifying degree are also eligible to appear for GATE 2023. IIT Kanpur will start the GATE 2023 registration from August 30. The GATE 2023 registration date is available at gate.iitk.ac.in.
